UNHCR: Durable Solutions and Resettlement

Background:

A large-scale programme for the resettlement of refugees from Bhutan has begun in the seven camps located in Jhapa and Morang Districts of southern Nepal. UNHCR, together with the International Organization for Migration (IOM) and resettlement countries, will provide information on an ongoing basis to the refugees about durable solutions in the camps through mass meetings, radio messages and discussion groups. It is critical that refugees are able to gather as much information as possible about their durable solutions options in order to make an informed decision regarding their future.

Resettlement is never the only solution that UNHCR and the international community advocate for. Any one of the three solutions will be offered to refugees when it is feasible and practical to do so. The international community and UNHCR continue to advocate for the right to return to Bhutan.


General Information about the Resettlement Process:

Refugees from Bhutan registered during the recent Government of Nepal / UNHCR census (2006-2007) and who are interested in resettlement, are invited to submit a Declaration of Interest Form to UNHCR. Based on information about each household and the situation of the family, UNHCR will determine if a case is eligible for resettlement and which country a case will be referred to. The decision to pursue third country resettlement is the choice of the individual refugee and their family. UNHCR will then refer the case to a resettlement country, which will conduct interviews and make a decision to accept or reject a case. Refugees do not get to choose the country to which their case is submitted. This is UNHCR's worldwide policy for the resettlement of refugees.

All UNHCR services, information and documents are free of charge. Any misconduct by UNHCR, partner or other staff will be taken seriously. UNHCR is currently the only organization authorized to refer cases to resettlement countries. Persons who commit resettlement fraud or any type of fraud may face criminal proceedings. Please bring any suspected fraud incident, fraud attempt or misconduct to the attention of UNHCR immediately.

All reported instances of suspected fraud or misconduct will be investigated by UNHCR.
