Introduction
The historic Comprehensive Peace Agreement between the government and the CPN/Maoists offer a breakthrough opportunity to resolve the fate of the Internally Displaced Persons (IDPs). Granting those that had to flee their homes due to the conflict the opportunity to return safely and reintegrate socially and economically is key for lasting peace.

  • The current government of Nepal has established a task force to develop a new and comprehensive IDP Policy. A draft policy has been shared with the UN who has provided written comments. It is essential that the new policy is in line with international standards and it is particularly important that the new policy recognizes that in Nepal people have been displaced by both sides of the conflict. There is a pressing need for implementation and clear operational instructions and sufficient resources must be given to assist those who wish to return. The UN is ready to continue to provide technical input as soon as requested by the Government.

Who is an IDP?

"Persons and groups who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or humanmade disasters, and who have not crossed an internationally recognized border."
