Avian Influenza and Pandemic Preparedness

Introduction
Scientist believe influenza, commonly called, seasonal flu, originated in birds many years ago and slowly mutated to human flu. So avian influenza or bird flu has always been around but there is a new type of extreme concern which is the one caused by the H5N1 virus. This new strain of the virus is highly contagious and spreads rapidly through affected flocks killing 50 to 100% of animals, often within 48 hours.

Poultry outbreaks caused by avian influenza virus A/H5N1 have not been reported in Nepal. However outbreaks in neighbouring India and China have alerted the government, UN agencies, donors and other organizations. Nepal is considered vulnerable to the introduction or appearance of avian influenza due to: the large numbers of migrating birds, natural carriers of the virus, that rest within and pass through the country; the widespread traditional practice of mixed animal farming; cross-border importation of both eggs and chickens; and both a large poultry industry and poultry population.

Briefing to the Nepal United Nations Country Team by the UN Influenza Coordinator (14 Sept, 06)

In February 2006 the Government of Nepal endorsed a joint Health and Agriculture National Avian Influenza and Influenza Pandemic Preparedness and Response Plan (NAIIPPRP). The plan created a joint health and agriculture Technical Subcommitte on Avian Influenza (TSCAI) under the National Disaster Relief Central Coordination Committee.

As the NAIIPRP is strategic in nature, a detailed Operational Plan for the period 2006-2010 was developed and endorsed by the TSCAI in August 2006. This USD18.2 million plan has a human health and an animal health component, as actual implementation will fall mainly under the two responsible line ministries: Ministry of Health and Population and Ministry of Agriculture and Cooperatives.

Avian Influenza Bulletins
The UN Staff Health & Medical Services Task Force (HMSTF) produces periodical information bulletins aimed at ensuring its staff members and families are accurately informed of any issues concerning AI. Other aid agencies are welcome to use these bulletins to keep their own staff updated.
 

Avian Influenza Training
A comprehensive training package has been developed to raise awareness and understanding among UN staff and dependents. Three Training of Trainers (ToT)UNICEF story sessions have been conducted to train over 40 trainers.
