CCA and UNDAF in Nepal
Nepal's first Common Country Assessment (CCA) document was published in 1999 and its first United Nations Development Assistance Framework document (UNDAF) for 2002-2006 was published in 2002. The second CCA was published in 2007, shortly after the Comprehensive Peace Agreement came into force ending the ten years of violent conflict. The assessment is conducted from a human rights perspective to highlight the situation of Nepal’s women and the disadvantaged ethnic, caste and religious groups who make the most of Nepal’s poor. The CCA 2007 was followed by the UNDAF 2008-2010.

The CCA as an outcome of the 1997 reform agenda
The CCA has its roots in the Secretary General's 1997 reform agenda, which aims to make the United Nations an effective institution for world peace and development in the 21st century. The CCA and the UNDAF were adopted as strategic planning tools for the UN system to articulate a coherent vision and strategy for a unified approach towards common development goals at the country level.

Purpose of the CCA and linkage to the UNDAF and Country programmes and projects
The CCA is the first step in the preparation of the UN system country programmes and projects of cooperation. It analyzes the national development situation and identifies key development issues with a focus on the Millennium Development Goals (MDGs) and other commitments, goals and targets of the Millennium Declaration and international conferences, summits, conventions and human rights instruments of the UN system. In its final section, the CCA shortlists a number of development challenges. From these shortlisted development challenges, a limited number are then selected for the UNDAF results matrix, based on a clear collective comparative advantage of the UN system. Following the completion of the UNDAF, country programmes and projects can be prepared, consistent with the UNDAF.

The UNDAF
The UNDAF it the common strategic framework for the operational activities of the UN system at the country level. It provides a collective, coherent and integrated United Nations system response to national priorities and needs, including PRSPs and equivalent national strategies, within the framework of the MDGs and the commitments, goals and targets of the Millennium Declaration and international conferences, summits, conventions and human rights instruments of the UN system. The UNDAF emerges from the analyses of the CCA and it is the second step in the preparation of United Nations system country programmes and projects of cooperation.

The UNDAF results matrix describes outcomes expected from the UNDAF and Country Programmes and projects, choices made and the role of UN agencies and development partners. The UNDAF furthermore describes the estimated resource requirements and management and partnership arrangements for implementation as well as a mechanism for monitoring and evaluation.

Country programmes and projects
Following the completion of the UNDAF, country programmes and projects can be prepared, consistent with the UNDAF.
