Nepal: Presence of Village Development Comittee(VDC) Secretaries, as of May 2008

VDC Secretaries are government civil servants with responsibilities including: administration of the VDC budget for basic services and development; registration of births, deaths and marriages; management of voter lists; and tax collection. Since 2002 they have also been required to recommend individuals for citizenship certification and property transfers and have been standing in for the chairmen of the Village Council, which remaim vacant pending new local elections.

Source/Methodolgy: Map represents presence of Village Development Committee (VDC) Secretaries in the VDCs between February and May 2008. The survey covered 3,853 VDCs out of a total of 3915. Of the VDCs surveyed 49% do not have a full-time VDC secretary present. Although the main map shows 8% of VDCs with vacant positions or absence of VDC secretaries, some of the VDC secretaries have been assigned to multiple VDCs. Of the VDCs surveyed 9% have VDC Secretaries that are working in more than 1 VDC. This is reflected on the inset map.
