Coordination Mechanisms in Nepal


Aimed at enhancing humanitarian and development activities in Nepal, a series of coordination forums exist both in Kathmandu and the regions. Each of these forums enables I/NGOS and UN agencies working in Nepal to meet regularly, share information on issues related to security and access, programmatic priorities and strategies to improve the quality of programs carried out throughout the country. In the meetings and events schedules you will find a calendar to keep you informed well in advance of those meetings you may wish to attend. A set of coordination forums is set up, aiming at supporting humanitarian activities in Nepal. The list of the meetings below are held in Kathmandu:



Contact Group

The Contact Group facilitated by Ocha brings together field-based agencies from the UN, donors, INGOs and the Red Cross movement to share information on security, the operating environment, emerging humanitarian needs (new assessments) and responses. The meeting is usually held on a monthly basis. The meeting starts with a security briefing from the UN Department of Safety and Security.

Inter Agency Standing Committee (IASC) Nepal

The Inter Agency Standing Committee (IASC), along with the Executive Committee on Humanitarian Affairs, assists the UN Emergency Relief Coordinator with strategic coordination and consultation mechanisms among key humanitarian actors. It is a unique inter-agency forum for coordination, policy development and decision-making involving the key UN and non-UN humanitarian partners. Members of the IASC are selected UN Agencies and INGOs, the Red Cross movement and the World Bank. It is held every 2 weeks or whenever the situation requires. AIN - The Association of International NGOs in Nepal

Basic Operating Guidelines (BOGs)

The Basic Operating Guidelines (BOGs) brings together field-based agencies from the UN, donors, INGOs and the Red Cross movement to coordinate the implementation of the BOGs, ie access and implementation challenges of the programme on the field and joint advocacy. SDC chairs this meeting, held every two weeks.

Disaster Management Team (DMT)

The DMT focuses mainly on international assistance that may involve locally available resources as well as those brought from outside. The DMT also facilitates capacity-building support to the Nepal Government and other relevant in-country entities to strengthen the country’s disaster preparedness and response capabilities. DMT supports and assists the UN Resident and Humanitarian Coordinator who is also the Chair of the DMT, in the exercise of his system-wide functions.

Sector / Cluster Working Group


In Nepal, different clusters are currently in place, namely, Education, Emergency Communications, Emergency Health and Nutrition, Emergency Shelter & Camp Coordination, Food, Logistics, Protection & Child Protection, Water, Sanitation and Hygiene. IDP Protection Sub-Group
This monthly meeting is chaired by OHCHR and UNHCR. Its members are from the UN, NGOs, INGOs and donor agencies. This meeting provides a platform for in-debt and wide discussions on protection issues related to displaced persons in Nepal. This includes assessment of needs, planning and strategy development, identification of key partners, standard-setting and information sharing on the protection concerns of displaced persons.

CAAFAG (Children Assosciated with Armed Forces and Armed Groups)
CAAFAG working Group is a forum to discuss, to analyze protection issues, to elaborate and to coordinate comprehensive and harmonized responses for the release, return and reintegration of children associated with armed forces and armed groups (CAAFAG), as well as to design common advocacy strategies with relevant stakeholders. This meeting is chaired by United Nations Children's Fund (UNICEF). It gathers UN agencies, INGOs and observers (ICRC). For further information see the TOR of the meeting.

Health and Nutrition
World Health Organisation (WHO) is the lead agency for "Health" whereas United Nations Children's Fund (UNICEF) is the lead agency for "Nutrition". The Emergency Health and Nutrition Working Group (EHNWG) meets every two months for two consecutive hours, the first hour dedicated to health issues and the second hour on nutrition issues.

Security Council Resolution 1612
This group deals with monitoring and reporting of child violations in armed conflict. Led by the Office of the High Commissioner for Human Rights (OHCHR) and United Nations Children's Fund (UNICEF) with participation of the Red Cross movement, international and local NGOs. It is an ad-hoc meeting. For further information see the TOR of the meeting.

Food Security

World Food Programme (WFP) is the lead agency and Food and Agriculture Organization (FAO) is the alternate. There is a food coordination meeting organized once every two months at WFP.


Mine Action
United Nations Children's Fund (UNICEF) is the lead agency. It facilitates a "Mine Risk Education Working Group" meeting once every two months.

Education
United Nations Children's Fund (UNICEF) and Save the Children US (SC-US) co-chair this working group. This is an ad hoc meeting.



Water and Sanitation
United Nations Children's Fund (UNICEF) is the lead agency whereas Water Aid is the alternate for this sector. This is an ad hoc meeting.

Family Shelter and Non-Food Items

United Nations High Commissioner for Refugees (UNHCR) is the lead agency. This meeting is held on a monthly basisor in accordance with needs.


Social Inclusion Action group
It is hosted on a rotation basis and is participated in by UN agencies, donors and I/NGOs. It meets once every two to three months to discuss social inclusion monitoring as well as influencing development agencies on diversity in recruitment policies.

Human Rights
Office of the High Commissioner for Human Rights (OHCHR) meeting with donors on human rights context, held every two weeks.


  Gender
A forum for UN gender focal points, meeting organized as and when required.
External Development Partners (EDP)
This forum meets once a month to discuss implementation issues with the Ministry of Health and Population. It has both UN and donor membership.
 
Education For All donor consortium (EFA)
It meets twice a year, for planning and for review. It is chaired by the Ministry of Education. United Nations Children's Fund (UNICEF) and Save the Children Norway (SC-N) are represented in this forum besides the donors (basket members)
Geographic Information Group (GIG)
This meeting brings together organizations involved in geographic information activities. Members are from the UN Agencies, the government, the NGOs and the university. This working group provides a platform for information sharing, data standards and technical expertise.See the TOR of the meeting. This meeting is held every month.


 
Natural Disaster Risk Management
United Nations Development Programme (UNDP) is the lead for this sector. The meeting gathers about 35 organisations on hoc circumstances.


Peace Support Working Groups

Peace Support Working Group on Transitional Justice
OHCHR leads this group which comprises UN agencies, donors and I/NGOs. The group aims to strengthen the group’s conceptual understanding of some key areas of transitional justice: truth commissions, commissions of inquiry, prosecutions and reparations to victims, and as time comes, to understand how best the international community can support the process in Nepal.
  Peace Support Working Group on Constitutional Reform and Elections
This is a group comprising of UN agencies, donors and NGO International IDEA.

Peace Support Working Group on Reintegration (formerly called the security sector transition)
UNICEF and UNDP are the co-chairs of this group, with the participation of donors and UN agencies.

  Peace Support Working Group on Security Council Resolution 1325 Comprising of UN agencies, donors and I/NGOs, this group looks at issues of women in war, peace and security.
