Embassy of Finland / Ministry of Foreign Affairs, Finland - Finland

Type of Assistance and Programming

Finland, as part of the international donor community, supports Nepal's aspirations for development in the form of technical aid as well as budgetary support.

In the water and sanitation sector Finland is supporting one project, which was launched in October 2006. The project is implemented in the village level.

In the education sector Finland is supporting Nepal's Education for All programme (EFA) through budgetary support. EFA is a national programme covering primary and basic education, including adult literacy and early childhood development. Finland is also giving technical assistance to the bilingual education project, which was launched at the beginning of 2007.

Environment is not Finland's priority sector in Nepal. However, Finland has been supporting a bilateral environmental project in the Dharan-Biratnagar industrial corridor since 2001. A basic model for environment management has been created during the project and its final two year phase, including establishment and adaptation, based on practical experience, started in 2006.

In addition to the above mentioned projects and the budgetary support Finland is supporting NGO projects carried out by local Nepalese NGOs. These projects are financed through the Fund for Local Cooperation managed by the Embassy of Finland in Kathmandu.

Furthermore several Finnish NGOs receive funds from the Ministry of Foreign Affairs for development cooperation projects in Nepal.

Finland is also one of the donors for the OHCHR Nepal office.

Programme Priorities in Nepal

The main goal of Finland’s development policy is to contribute to the eradication of extreme poverty from the world. Nepal has been chosen as one of Finland's eight long-term development partner countries. Government-to-government grant aid will be increased with the long-term partner countries where the premises for cooperation are considered satisfactory. Annual disbursements will be increased so that a minimum level of 10 million euros will be gradually achieved in all eight countries.

As per Finland's general development policy, Finland's goal in Nepal is to reduce the extreme poverty and to reinforce a favourable development environment by supporting democracy and the reconstruction process.

As according to concentration policy of Finland's development cooperation two sectors have been selected as the main sectors of bilateral development cooperation between Nepal and Finland. These sectors are the following:

  • Water and sanitation
  • Education.


Geographical Focus

The water project covers nine districts in the Far-Western development region. The support to education sector covers the whole of Nepal
whereas the environmental project is located in Sunsari and Morang districts in the Eastern development region.
